The NorthStar Contracting Group, Inc.’s (NorthStar) CO40 Division is a long-established and high-performing business unit with deep roots dating back to 1986. Since its acquisition by NorthStar from WRS Infrastructure & Environment, Inc. (WRS) in 2014, the Division has experienced consistent, disciplined growth—strengthening its market position and expanding its service capabilities across Florida’s public sector. Today, CO40 is recognized for its reliability, technical expertise, and strong client alignment, particularly among State of Florida agencies and local governments.

The Division’s core client base includes the Florida Department of Environmental Protection (FDEP), Florida Department of Transportation (FDOT), Florida Fish and Wildlife Conservation Commission (FWC), and multiple Water Management Districts, as well as a broad portfolio of county and municipal clients. These long-standing relationships reflect CO40’s commitment to quality delivery, responsiveness, and a clear understanding of regulatory and programmatic needs across the state.

CO40’s success is driven by four integrated business lines:

• Staff Augmentation Support: Providing highly qualified technical and program management professionals embedded within client organizations to deliver continuity, flexibility, and immediate value.  We have been supporting FDEP since 1998 in the administration of the State’s Petroleum Restoration Program and since 2018 in FDEP’s Division of Waste Management.
• Water Resources: Delivering planning, engineering, and implementation services that support resilience, flood control, and sustainable water management initiatives including Everglades Restoration. To date we have contributed to over $1B in Everglades Restoration projects through our design and construction management services.  Equally significant is our support of
• Environmental Services: Supporting environmental compliance, permitting, restoration, land acquisition and natural resource management aligned with Florida’s regulatory framework. CO40 currently supports four of FDOT’s eight Districts, ensuring seamless integration of transportation projects from environmental planning, construction and completion.  We have also helped the FDEP preserve over 4% of the land area of the State of Florida through Florida Forever Act fee simple land acquisition and conservation easements.
• Municipal/County Services: Partnering with local governments to advance capital improvement programs, infrastructure delivery, and operational support.
