As Director of Engineering, Kelly leads multidisciplinary teams in the planning, design, and delivery of complex infrastructure projects while ensuring technical excellence, operational efficiency, and client satisfaction. She oversees engineering standards, mentors staff, manages project scopes and resources, and works closely with clients, stakeholders, and regulatory agencies to guide projects from concept through completion.

With over 30 years of experience in civil engineering, including public outreach, policy development, and design and construction management for commercial, residential, and municipal projects, Kelly brings a depth of expertise in stormwater management, permitting, and infrastructure systems. She is a Florida-licensed Professional Engineering and a recognized leader in the industry, known for her ability to develop strong client relationships and deliver sustainable, high-quality engineering solutions.

Kelly earned her Bachelor’s Degree in Civil Engineering from the University of Florida.
